February is usually a poor month. winter fish like your whiting and cod tend to disappear locally and the summer spring/plaice bass etc havent arrived.. For beginning the Town hall at wallasey fishing off the prom couple of hours either side of high water . If you have someone with you who knows the tides and location then behind Perch Rock )castle at New Brighton) fishing an hour and a half either side of low water. Expect to catch small pin whiting and dabs  the occasional dogfish have been showing if you fish a fish bait. Wouldnt waste any time along Harrison Drive prom in New Brighton. There are good fish around there but they require knowing the low water tides and gullies-- dont risk it unless with someone who knows.
Dabs by the dozen usually at Talacre but again must go with someone who knows the tides--have been several drownings there by people getting caught in the fog and not knowing safe route back

As Dave says wirralseafishing website has latest reports by location and guys on there are usually out most weekends
